Unable to publish project. Error thrown: "Error: System.IO.IOException: The process cannot access the file 'C:\xx\xx\debug.log; because it is being used by another process."

This is a bug reported for Chrome where Chrome is creating a debug.log file in some directories.

Close Chrome to resolve the issue.
