Does activity Tesseract OCR work locally or in the cloud?

Hi,

One of the requirements for my project is that all pdfs must be processed without any external services that could store them. Does the activity “Tesseract OCR” work fully locally? If not, how can I extract text from pdfs without sending anything out?
