I think this can be done both ways. If there are Citizen Developers who have the right skill to train others, it’s a great opportunity for them to demonstrate what they learned.

UiPath has its academy with courses around StudioX for citizen developers.
UiPath Academy
Various YouTube videos can be resourceful.
Getting help for co-workers, who are involved in automation like RPA developers/Solution Architectures, is also a great to learn.
