Do organizations ever begin their RPA journey with the citizen-led (bottom-up) approach as opposed to the top-down approach?

There are company examples that started their now global RPA programs with the citizen-led approach (validating use cases initially at a department level, then scaling globally with centralized or federated governance). As a result of the RPA market maturing and the introduction of new UiPath products that enable an RPA program to be initiated quickly in a centrally managed way (like UiPath Automation Hub), automation programs typically begin with the top-down approach today in alignment with a company’s desired positive business outcomes. That said, automation programs forming as a result of citizen-led initiatives continues and is typically a method for the value of RPA programs to be proven that then leads to the program becoming a company-wide initiative.
