Users in the classic folder seem to be used for simple user registration.
It seems that there are cases where you register a robot account in the modern folder.

In modern folder approach, it’s a bit more granular enabling better features.
Users are added to folder with specific access & they can login and access that folder.
Where as robot account don’t have the Web login which will be kind off service account responsible for only robot configuration.
