During debugging can we run from a particular activity. Means if I have a workflow of 30 activity. can I run from 16th activity

If it is a separate workflow in your overall project then yes, you can.
If it is a particular step in your workflow in b/w , then no, you need to reach at that step first.

Alternatively, you can create a test workflow form that step onwards and run from there.

It is not possible to run particular activity, you can create a separate Flowchart though.
