Database Connection Issuse

Hi All,
Actually my scenario is to connect to SQL server and execute query and it’s running successfully in my local machine and i have promoted this to dev server for testing and I am facing below issues

Can anyone please help me what is this issues and one more thing SQL server is not installed in that server,is that causes this problem.
