Cumbersome adding users in Enterprise Hub who have no manager in user list

The intial setup for process owners is cumbersome.

I first have to assign the manager of the user to the ADMIN because their manager is not applicable because they own the process and will approve all activity. Once i do the default admin assign, then I have to edit the saved profile and assign manager as themself since they now appear on list.

Any other suggestions/way to do this?

When adding any user in the system, you can assign them to be their own DM from the beginning. No need to assign the Admin to be DM of the new user, and then remove and re-assign the user as its own DM. Let me know where is the issue.
