Create xml

In my scenario I try in assign create XML.Problematic row looks:
“<CLAIM_COUNT>”+count0+“</CLAIM_COUNT>”+ sometimes count0 could be nothing if count0=“” my final row in xml file looks <CLAIM_COUNT /> without right site.Any advice or idea how I can fix it?
