Has anyone been able to make a conversational agent available in Teams for multiple Users? It works for me but I don’t know how I can permission it that it works for other users as well. Any guidance what needs to be done?

Yes, you can make a conversational agent available to multiple Teams users. To do this, the bot must be published to Teams (via Azure or Power Virtual Agents), registered in Azure AD with permissions for all intended users, and the Teams app manifest must include those users or groups. Also, ensure any required licenses are assigned. Once set up, all authorized users can interact with the bot directly in Teams.
