I found this error while trying to troubleshoot another issue. I had built a quick automation to create 50 excel files in parallel and update a specific cell before saving and closing. The whole thing should have run rather fast but the moment it got to Write Cell activity, i got this error. The resolution for me was to add a delay of 1 second before the write cell. I am guessing allowing the file to finish opening.
