Carot symbot not working

In below regex expression i am getting error

System.Text.RegularExpressions.Regex.Split(output, “^\d{1,4} “,System.Text.RegularExpressions.RegexOptions.None).Where(Function(x) x<>””).ToArray()

If i removed carot symbol (^) it is working. In my scenrio i need symbol.

In regex Carat and $ symbols not work in some cases.So please provide the input so we will help you to extract the text

For Few records address, name will get in multiple line. few records will get phonno or landline no

for that one this regex not working
