are you on enterprise license? if yes first enable it in the services in admin
if on community ideally you would not see it

Indeed, if you are on the Community plan, here is what your Admin / DefaultTenant / Services / Add services screen would look like (Automation Hub not showing)
If you plan on evaluating our products for your company, I would suggest upgrading to a trial (60 days) account in order to unblock access.
