Can you sell an RPA Solution to a small business?

Hello,

I am looking becoming an RPA freelancer, however I am little confused on this works out regarding licensing.

From what I read, Orchestrator is $20k/year and I am not sure how smaller businesses would be able to afford this. Also would the client be responsible for acquiring the license themselves?
