Can we restrict user from deleting the row or adding another row from Action center?

I’m using data grid to display some columns but at the same time I can see user has the access to delete the number of rows and also they can add the rows. It looks like there are default buttons to delete and add in orc.

Can we restrict user from deleting the row or adding another row from Action center?
