Can someone explain more about licenses?

Several users have this warning message in Action Center, but they are allowed to edit the respective actions. How can I get rid off this warning message?

Hi,
To grant access to the Action Center, start by activating User License Management. Then, proceed to set up license allocation for either a Group or User.

Could you maybe check the below post :

You need to enable the User License Management and then create Group or User license allocation for the Action Center access.

I know it’s late but for the sake of members in trouble with same error, here is one solution for this.
