Can I create a package source that is always the current project directory?

It’s not important but I was wondering if it was possible to store and reference packages in the current project directory.
This is so that custom C# code could be created for very specific tasks within a project, and that project could be shared without having to upload the package to Orchestrator.

So something like this:

You have to install that Package in the current project and it will be accessible with in that project only.
