Yes, the citizen developer persona described is what we refer to as a power user. This persona serves to develop automations for themselves, but also for their team, business unit, or department. Automations created by this persona are distributed to the user using Orchestrator and providing specific users access to the automations built. The automations will then appear in the robot tray of the users that were given access.
