You can unpack the package in legacy…which would give you the source code…using that you can convert to windows legacy to windows…by copying the source code to the new framework for activity creator

As it is a component / custom library at the marketplace we only see the XAMLS when the author has included it.
But the author has not included it. E.g check within the nuget repository
Also we would rely on the licence to know what is granted and what not
