Automatic unattended license reallocation not working as expected

Hello,

we currently have a setup with single runtime virtual machines and want to switch to server with high density robots.
Therefore we added an additional Machine Template for the server, consuming 3 licenses. For tests we directly choose to run jobs on the new server but they are stuck in Pending, because licenses are not reallocated from idle machines to the server.
Only when I switch off enough licenses manually, the server license finally turns green.

I observed a similar behaviour in our Production, when many machines are on Maintenance Mode and jobs get stuck in Pending, although active jobs were far less than our unattended license limit. As soon as I switch off some licenses manually, another machine immediatly is granted a license and one more job is starting.

We run Orchestrator 2023.10.2 on prem, is this a known issue and any way to solve it?

I see. I just would have expected that they move from idle towards demand. Just like robots inside one Machine Template do.

Unfortunately when machine templates are different it doesnt though
