Analyzer Rule ST-MRD-008 sees empty Elses as empty sequences

This should not be the case. There is no reason filling in activities should be required for an empty Then in an If.

Can you please let us know what version are you using? I remember we fixed this issue in a recent version (22.4 should work properly).
