Always running process

Hi,
I saw this note.

I’m so interesting this new feature. I think I can use this when mail triggering.
But It may not be background process so it’ll allocate a whole robot all-time.
It is too wasteful I think…
Is this true?
Is anybody else who knows about this feature well?
