i have the same issue, is there any know probably situation

In Addition, I find out that issue has happened in Excel first open and close.
Excel store in network shared folder, and I/O access it.
when excel closing over will be happened the error message show “Excel Application Scope: Adding the specified count to the semaphore would cause it to exceed its maximum count.”

and excel had enable “trust access to the VBA project object model” and “Enable all macros.”
