You cannot create multiple sheets in a csv file. Tabs or sheets apply to only excel concept. Refer to the below link for more info
.csv format does not have multiple sheets. In Excel, you can add the sheets. Kindly use excels process if you need to add different sheets in a file.
Client requirement is to do it on .xml or .csv file.
Use can us multiple .csv files instead of sheets.
