Currently the Action centre form sometimes freezes and somethimes it does not allow us to scroll right the end of a document in PDF view, but this happens sometimes and not reproducible. What could possibly cause this?

Since the issue is intermittent and not reproducible, it is likely caused by environmental factors rather than the workflow itself. Possible causes include browser rendering issues, large/complex PDFs, temporary network latency, or high CPU/memory usage. Try testing with different browsers, clear the browser cache, and verify if the issue persists after updating UiPath Action Center and the browser. If it continues, collect browser console logs and Action Center logs for further analysis.

Since the issue is random and not consistently reproducible, it is most likely related to temporary browser or PDF rendering delays in Action Center rather than the form itself. It can also occur due to large PDF files, network fluctuations, or high system resource utilization causing the page to become unresponsive temporarily.
I think it is likely an intermittent environment or rendering-related issue rather than a form configuration issue.
