Try deleting that .local folder.

Delete the .local folder in your project folder ..generally it might be hidden so check the same

I delete and try again but show same error.

I assume you are on latest version of community. Other users also reported the similar issue.

I had a similar issue but its fixed after i uninstalled the antivirus software.
