Ability to view all action center items - without admin access?

Hello,

I was wondering if it was possible to view the action center page like this, which shows the action center items for ALL users:

I’m able to do this because I’m an admin. Is it possible to give this view to non-admins, where they are able to view all actions, but without the ability to delete, etc.
